Ah, good day to you! Would you perhaps be an enemy of the state?

...No? Drat! Are you sure? But I only have until tomorrow to find 19 more! I finally managed to get a job after asking for awhile now. I'd rather not lose it!

You should be, like, forcing raids in the middle of the night into people's houses, using torture and intimidation to get what you want and force them to confess their crimes against the state. That's how these things usually roll.
